The whole connection should be (dahua epoe NVR/switch--eoc adapter--coaxial cable--eoc adapter--dahua epoe camera) or (dahua epoe NVR/switch--eoc adapter--coaxial cable--eoc transmitter--ordinary poe camera).
Please note that the EOC transmitter can indeed be used with the POE-Extender 02. This setup would allow you to connect two PoE cameras over a single coaxial cable, provided that the combined power consumption of both cameras stays within the wattage limit.

The EOC - Switch08 kits should be able to run the WV-X22500-V3L.
The issue you have might be a handshake issue the POE transmitter. Since the EOC-Switch08 is an unmanaged switch, unfortunately we cannot solve this issue from the switch side.

I suggest try to connect the camera on port 1 and port 5, which supports a higher poe budget.
